Annex A3: Technical Specifications – Thin Clients

1.0 Introduction

This document addresses the requirements that apply to the following categories:

  1. Zero Thin Clients:
    1. 1.1T VMware PCoIP Zero Thin Client

    2. 1.2T Citrix (HDX) Zero Thin Client

  2. 2.0T Stateless Thin Client

  3. 3.0T Embedded Windows7 Standard Thin Client

  4. 4.0T Mobile Embedded Windows7 Standard Thin Client (Notebook Form Factor)

  5. 5.0T All-In-One Thin Client

2.0 Configurations

Systems must meet or exceed the technical specifications outlined herein.

Category 1.1T - VMware PCoIP Zero Thin Client:

  1. Processor

    The zero client must include either a Teradici 1100P chip, or a minimum 1.0 GHz processor or a certified VMWare PCoIP solution.

  2. Operating System

    The zero client is not to have an embedded operating system but must be compatible with VMware’s PcoIP protocol.

  3. Display

    Due to the wide variety available on the Desktop and Aboriginal Desktop NMSO, TFT displays are not included as a mandatory or optional item with this NMSO. Client departments will have to purchase the displays from a desktop category.

  4. Video Controller

    The video graphics controller must support a dual display setup. For single display configurations the controller must be capable of producing a minimum resolution of 1920 x 1200.

  5. Hard Disk Drive / Fan

    The zero client is not to include any moving parts - i.e. a hard disk drive or fan.

  6. Ports

    The zero client must physically offer and have functional the following ports:

    1. One (1) DVI-I port or DMS59 port with DVI adaptor;

    2. 10/100/1000 Base-T Gigabit Ethernet or 10/100 Ethernet / 1GB fibre port;

    3. Three (3) USB ports (ver. 1.1 or later);

    4. Microphone in port;

    5. Stereo line out port.

  7. Keyboard

    By default, the zero client must include an English keyboard. If requested otherwise, a French keyboard must be available.

  8. Mouse

    The zero client must include a 400 dpi, two-button optical mouse with scroll function.

  9. Security Lock

    The zero client must have a built in Kensington (or equivalent) security slot for securing the device.

  10. Stand

    A stand to vertically support the thin client must be included. When the unit is vertically oriented and the unit's width and depth are both 45% or more of its height, then a stand to support the vertically oriented unit is not mandatory. This exception can be identified in the LOP as N/A.

  11. Physical Dimensions

    When supported vertically, the zero client cannot exceed the following dimensions (H x W X D) - 10.0” x 4.7” x 7.25” (254.0 mm x 119.4 mm x 184.2 mm).

  12. Weight

    The zero client (excluding stand) must not exceed 8.2 lbs. (3.73 Kg.)

  13. Operating Temperature

    For both vertical and horizontal orientations the the thin client must have a temperature operating range of 50° F to 95° F (10° C to 35° C).

  14. Certifications

    The zero client must have all the following certifications:

    1. FCC Class B

    2. RoHS (Restriction of the Use of Certain Hazardous Substances)

2.2 Category 1.2T- Citrix (HDX) Zero Thin Client:

  1. Processor

    The zero client must include either a minimum 1.0 GHz processor or a certified Citrix (HDX) solution.

  2. Operating System

    The zero client is not to have an embedded operating system but must be compatible with Citrix HDX (High Definition Experience).

  3. Operating System

    Due to the wide variety available on the Desktop and Aboriginal Desktop NMSO, TFT displays are not included as a mandatory or optional item with this NMSO. Client departments will have to purchase the displays from a desktop category.

  4. Video Controller

    The video graphics controller must support a dual display setup. For single display configurations the controller must be capable of producing a minimum resolution of 1920 x 1200.

  5. Hard Disk Drive / Fan

    The zero client is not to include any moving parts - i.e. a hard disk drive or fan.

  6. ports

    The zero client must physically offer and have functional the following ports:

    1. One (1) DVI-I port or DMS59 port with DVI adaptor;

    2. 10/100/1000 Base-T Gigabit Ethernet (RJ-45) port;

    3. Three (3) USB ports (ver. 1.1 or later);

    4. Microphone in port;

    5. Stereo line out port.

  7. Keyboard

    By default, the zero client must include an English keyboard. If requested otherwise, a French keyboard must be available.

  8. Mouse

    The zero client must include a 400 dpi, two-button optical mouse with scroll function.

  9. Security Lock

    The zero client must have a built in Kensington (or equivalent) security slot for securing the device.

  10. Stand

    A stand to vertically support the thin client must be included. When the unit is vertically oriented and the unit's width and depth are both 45% or more of its height, then a stand to support the vertically oriented unit is not mandatory. This exception can be identified in the LOP as N/A.

  11. Physical Dimensions

    When supported vertically, the zero client cannot exceed the following dimensions (H x W x D) - 10.0" x 4.0" x 9.0" (254.0 mm x 101.6 mm x 228.6 mm).

  12. Weight

    The zero client (excluding stand) must not exceed 8.2 lbs. (3.73 Kg.)

  13. Operating Temperature

    For both vertical and horizontal orientations the thin client must have a temperature operating range of 50° F to 95° F (10° C to 35° C).

  14. Certifications

    The zero client must have all the following certifications:

    1. FCC Class B

    2. RoHS (Restriction of the Use of Certain Hazardous Substances)

    3. The Citrix HDX zero client must be Citrix certified

2.3 Category 2.0T – Stateless Thin Client:

  1. Processor

    A CPU/dedicated processor is not a mandatory requirement but in configurations where one is present, the stateless thin client's processor must be a minimum of 1.0 GHz.

  2. Memory

    ROM and RAM are not a mandatory requirement, but if present the stateless client must have a minimum combination of 128 MB Flash and 256 MB RAM.

  3. Operating System

    The stateless thin client is not to include an embedded operating system but the firmware must be compatible with WMWare, Microsoft, and Citrix.

  4. Operating System

    Due to the wide variety available on the Desktop and Aboriginal Desktop NMSO, TFT displays are not included as a mandatory or optional item with this NMSO. Client departments will have to purchase the displays from a desktop category.

  5. Video Controller

    The video graphics controller must support a dual display setup. For single display configurations the controller must be capable of producing a minimum resolution of 1600 x 1200.

  6. Hard Disk Drive / Fan

    The stateless thin client is not to include any moving parts - i.e. a hard disk drive or fan.

  7. Smart Card Reader

    The default configuration does not have to include a smart card reader but a mandatory option is that a smart card reader be available (integrated or USB connected).

  8. ports

    The thin client must physically offer and have functional the following ports:

    1. One (1) DVI-I video port;

    2. 10/100/1000 Base-T Ethernet (RJ-45) port;

    3. Three (3) USB (ver. 2.0) ports;

    4. Microphone in port

    5. Stereo line out port.

  9. Keyboard

    By default, the stateless thin client must include an English keyboard. If requested otherwise, a French keyboard must be available.

  10. Mouse

    The stateless thin client must include a 400 dpi, two-button optical mouse with scroll function.

  11. Security Lock

    The stateless thin client must have a built in Kensington (or equivalent) security slot for securing the device.

  12. Stand

    A stand to vertically orient the thin client must be included. Exceptions to this requirement are for configurations with dimensions less than (H x W x D) - 4.0" x 4.0" x 4.0" (101.6 mm x 101.6 mm x 101.61 mm). When the unit is vertically oriented and the unit's width and depth are both 45% or more of its height, then a stand to support the vertically oriented unit is not mandatory. This exception can be identified in the LOP as N/A.

  13. Physical Dimensions

    The stateless thin client when vertically oriented (excluding stand) cannot exceed the following dimensions (H x W x D) - 10.0" x 4.0" x 9.0" (254.0 mm x 101.6 mm x 228.6 mm).

  14. Weight

    The stateless thin client (excluding stand) must not exceed 5.5 lbs. (2.50 Kg.)

  15. Operating Temperature

    For both vertical and horizontal orientations the thin client must have a temperature operating range of 50° to 95° F (10°C to 35°C).

  16. Certifications

    The stateless thin client must have all the following certifications:

    1. FCC Class B

    2. RoHS (Restriction of the Use of Certain Hazardous Substances)

    3. Energy Star 5.0 (or later)

    4. Minimum Silver EPEAT (Electronic Product Environmental Assessment Tool)

2.4 Category 3.0T - Embedded Windows7 Standard Thin Client:

  1. Processor

    The thin client must include a minimum 1.0 GHz processor.

  2. Memory– Flash / RAM

    The thin client must include a minimum combination of 4.0 GB Flash and 2.0 GB of RAM.

  3. Operating System

    The thin client's operating system must be Windows embedded Standard 7.

  4. Operating System

    Due to the wide variety available on the Desktop and Aboriginal Desktop NMSO, TFT displays are not included as a mandatory or optional item with this NMSO. Client departments will have to purchase the displays from a desktop category.

  5. Video Controller

    The video graphics controller must support a dual display setup. For single display configurations the controller must be capable of producing 32-bit color at a resolution of 1920 x 1200.

  6. Hard Disk Drive

    The thin client is not to include an integrated hard disk drive.

  7. ports

    The thin client must physically offer and have functional the following ports:

    1. One (1) DisplayPort or DVI-I port;

    2. 10/100/1000 Base-T Gigabit Ethernet (RJ-45) port 0/100 Base-T Ethernet (RJ-45) port;

    3. Four (4) USB (ver. 2.0 or later) ports;

    4. Microphone in port

    5. Stereo line out port.

  8. Keyboard

    By default, the embedded Windows7 Standard thin zero client must include an English keyboard. If requested otherwise, a French keyboard must be available.

  9. Mouse

    The thin client must include a 400 dpi, two-button optical mouse with scroll function.

  10. Security Lock

    The thin client must have a built in Kensington (or equivalent) security slot for securing the device.

  11. Stand

    A stand to vertically orient the thin client must be included. When the unit is vertically oriented and the unit's width and depth are both 45% or more of its height, then a stand to support the vertically oriented unit is not mandatory. This exception can be identified in the LOP as N/A.

  12. Physical Dimensions

    The thin client when vertically oriented (excluding stand) cannot exceed the following dimensions (H x W x D) - 10.5" x 2.5" x 9.0" (266.7 mm x 63.5mm x 228.6 mm)

  13. Weight

    The thin client (excluding stand) must not exceed 4.4 lbs (2.0 kg).

  14. Operating Temperature

    For both vertical and horizontal orientations the thin client must have a temperature operating range of 50° to 95° F (10°C to 35°C).

  15. Certifications

    The thin client must include the following certifications:

    1. FCC Class B;

    2. RoHS (Restriction of the Use of Certain Hazardous Substances)

    3. Energy Star 5.0 (or later)

2.5 Category 4.0T - Mobile Windows Embedded Standard 7 Thin Client (Notebook Form Factor):

  1. Processor

    The mobile thin client must include a minimum 1.33 GHz processor.

  2. Memory – Flash / RAM

    The thin client must include a minimum combination of 4.0 GB Flash and 2.0 GB of RAM.

  3. Operating System

    The mobile thin client's operating system must be Windows embedded Standard 7.

  4. Display and Video Controller

    The minimum acceptable display size for this category is an 13.3" LED backlit screen. The mobile thin client must support a dual display setup via a VGA, DVI, HDMI or Display port. The video graphics controller and display must be capable of producing a minimum resolution of 1366 x 768.

  5. Hard Disk Drive

    The mobile thin client is not to include an integrated hard disk drive.

  6. ports

    The mobile thin client must physically offer and have functional the following ports:

    1. One (1) VGA 15-pin D-sub port or one (1) DVI port or one (1) HDMI port or one (1) DisplayPort supporting an external monitor for a dual display configuration;

    2. 10/100/1000 Base-T Ethernet (RJ-45) port;

    3. Three (3) USB (ver. 2.0 or 3.0) ports;

    4. Microphone in port;

    5. Stereo line out port.

  7. Battery and Power Management
    1. The minimum battery capacity must be equivalent to a 6-cell 47 WHr battery;

    2. The battery must automatically switch to battery power without loss of data in the case of an AC power interruption.

    3. The notebook must automatically switch from battery power to AC power once the AC adapter is plugged in.

    4. The battery must be removable without the use of tools.

    5. The battery must be able to accept a charge and positively charge the battery inside the notebook while the notebook is operating.

    6. The notebook must come equipped with an audible or visual low battery power indicator.

    7. The rechargeable battery must be either Lithium Ion or Lithium Polymer.

    8. The mobile thin client must be ACPI 4.0a compliant with an ACPI 4.0x capable BIOS.

  8. Keyboard

    By default, the Windows 7 embedded Standard mobile thin client must include an integrated English keyboard layout. If requested otherwise, an integrated French keyboard layout must be available.

  9. Touchpad

    The mobile thin client must include an integrated touch pad.

  10. Security Lock

    The mobile thin client must have a built in Kensington (or equivalent) security slot for securing the device.

  11. Physical Dimensions

    The mobile thin client cannot exceed the following dimensions (H x W x D) - 1.50" x 13.5" x 9.5" (38.1 mm x 342.9 mm x 241.3 mm)

  12. Weight

    Including the battery, the mobile thin client must not exceed 4.5 lbs (2.05 Kg.). The maximum weight stated does not include an integrated optical drive if included or the AC adapter.

  13. Operating Temperature

    The mobile thin client must have a temperature operating range of 50° to 95° F (10°C to 35°C).

  14. Certifications

    The mobile thin client must include the following certifications:

    1. FCC Class B

    2. RoHS (Restriction of the Use of Certain Hazardous Substances)

Category 5.0T - All-In-One Thin Client (Non-Embedded Operating System)

  1. Processor

    A processor may or may not be included depending on the product.

  2. Operating System

    The all-in-one thin client is not to have an embedded operating system. Network connectivity solutions can range from a manufacturer's proprietary virtual desktop solution to those commonly used as Microsoft, and Citrix VMware’s PcoIP protocol.

  3. Video Controller

    The video controller must support a minimum 1920 x 1080 resolution

  4. Operating System

    The all-in-one thin client's display must:

    1. Be a minimum of 21.5" (measured diagonally) TFT LCD colour display;

    2. Support a resolution of 1920 x 1080;

    3. Have a 1000:1 contrast ratio (dynamic);

    4. Have a 250 cd/m2 (candela per square meter) brightness;

    5. Have a 5 ms. response time (typical) (or bettter);

    6. Have 160 degree horizontal / 160 degree vertical viewing angles;

    7. Come with a pedestal base capable of pivot adjustment;

  5. Hard Disk Drive / Fan

    With the exception of the display’s height, pivot and swivel capabilities, the all-in one thin client is not to include any moving parts - i.e. a hard disk drive or chassis/processor fans.

  6. ports

    The all-in-one thin client must physically offer and have functional the following ports:

    1. 10/100/1000 Base-T Gigabit Ethernet (RJ-45) port;

    2. Four (4) USB ports;

    3. Microphone in port;

    4. Stereo line out port.

  7. Keyboard

    By default, the all-in-one thin client must include an English keyboard. If requested otherwise, a French keyboard must be available.

  8. Mouse

    The all-in-one thin client must include a 400 dpi, two-button optical mouse with scroll function.

  9. Security Lock

    The all-in-one thin client must have a built in Kensington (or equivalent) security slot for securing the device.

  10. Weight

    The all-in-one thin client (including the stand) must not exceed 19.1 lbs (8.68 Kg.).

  11. Certifications

    The thin client must include the following certifications:

    1. FCC Class B;

3.0 Technical Documentation

3.1 User Manual

Each system must include an operator/user manual(s). These manuals must be comprehensive guides that offer the user instructions for setting up, installing and configuring all components of the default system offered. These manual(s) must consists of at least the following:

  1. Bilingual: The manual(s) for each system must be available in both official languages.

  2. User manual: The user manual for each system must include an accurate description of all hardware components and all their respective features. This must include descriptions of, and installation and configuration instructions, for all components.

  3. Diagrams: For the purposes of orientation, and as a complement to the setup and configuration instructions, the manual must offer internal and external diagrams of the system as delivered. These diagrams must accurately illustrate the system (front and rear), rear port configuration, battery removal, memory and card media insertion and removal, docking station procedures (if applicable).

  4. The features in articles (a) through (c) must be included in the same document, in the same format and their respective chapters must be referenced properly in a table of contents and indexes.

  5. Should the system undergo a major configuration change (changes in motherboard, BIOS make, setup/configuration routines, external cabinet and chassis) during the life of the Standing Offer, the manuals must reflect that change in the form of a manual reissue or an addendum shipped with the original manual. The addendum must be the same quality, typeface and page size as the original manual.

  6. The manuals must not describe components that are obsolete and are not included in the system.

  7. The manuals described in this Annex must be available electronically (contained on an accompanying CD-ROM or available on the manufacturer's web site specified in this Annex). The reader must offer a table of contents, index, hypertext links and word search capabilities. Read me files to be viewed by a text editor are unacceptable. The on-line versions must offer the mandatory illustrations with the same level of detail as a paper equivalent. If a CD-ROM is used it must be a pressed production CD and must be written by the original equipment manufacturer with a suitable label that identifies it as such, including the manufacturer's name and applicable model(s) and the revision number.

  8. If requested by a user in a Call-up, the contractor must deliver the reduced number of manuals requested.

Certification and Approval

Hardware Certifications and Approvals

  1. All high-voltage electrical equipment supplied under the Contract must be certified or approved for use in accordance with the Canadian Electrical Code, Part 1, prior to delivery, by an agency accredited by the Standards Council of Canada. Notebooks must bear the certification logo that is applicable to the accredited agency. Current accredited agencies include, but are not exclusively comprised of:

    1. Canadian Standards Association (CSA).

    2. Underwriters' Laboratory Inc. (cUL) (cULus).

    3. Underwriters' Laboratories of Canada (ULC).

    4. Entela Canada (cEntela).

    5. Intertek Testing Services (cETL).

    6. Met Laboratories (cMET).

    7. OMNI Environmental Services Inc (cOTL).

    8. TUV Rhineland of North America (cTUV)

  2. Systems must comply with the emission limits and labelling requirements set out in the Interference Causing Standard ICES-003, "Digital Apparatus", published by Industry Canada.

  3. Devices that have obtained Industry Canada ICES-003 approval that have been assembled from tested components and have not undergone entire system testing will be considered non-compliant. All devices tested must bear the appropriate labels indicating trade name, model number, and the words indicating Industry Canada ICES-003 compliance.

5.0 Value-added Vendor Support

5.1 Telephone Support

  1. The Offeror must provide end-user accessible telephone hardware technical support for all supplied systems, involving hardware troubleshooting, configuration support and any systemic software/hardware interoperability issues and/or connectivity issues.

  2. The telephone support staff must support:

    1. All components of the system supplied.

    2. Windows 7 Professional operating system (for Categories 3.0T and 4.0T) as it relates to the Offeror's system.

    3. Peripherals such as external optical drives, if supplied by the Offeror as it relates to the Offeror's system.

    4. Connectivity issues relating to all terrestrial and wireless communications devices supplied.

  3. The telephone support line must:

    1. Be a toll free service.

    2. Offer this support service in both official languages (French and English) based on the caller's choice.

    3. Be accessible from all parts of Canada, United States and from international locations where service is available.

    4. Be at no additional cost (i.e. included in the cost of the system). The cost of the service must be included the cost of the system.

    5. Be available for the life of the product.

6.0 Management Services

6.1 Management Software

For categories 2.0T - 4.0T, as a mandatory option, the Offeror must provide either web based and/or LAN/WAN corporate enterprise management software.

The software must run from a central management server. User manuals and documentation must be included (preferably on CD-ROM). All data must be able to be exported to an acceptable database i.e. Microsoft SQL, Microsoft Data Engine, Microsoft Excel, Microsoft Access, etc. The management software must also provide the following features:

  1. Configuration Management:
    1. The software must support remote password management.

    2. The software must support network "pushed" client defined image deployments.

    3. The software must support scheduled updates so that new installs can take place at convenient times to avoid disrupting users during normal production hours

    4. The software must support dynamic device grouping to allow administration according to organizational structure.
